Description

The Royal Free London NHS Foundation Trust ("the Trust") is seeking to appoint a partner to provide and deliver a strategic solution for the Sterile Services and Endoscopy Decontamination Facilities for the Trust. The Trust is expecting the partner to be appointed to initially undertake the Design, Build and Equipping of a new facility (circa 2,000 Sq m) from which decontamination services would be provided. The appointed provider will be initially tasked with providing the Design Services; and the Trust may decide to elect to exercise incremental options under the arrangement to require the performance of the Build, Equip and incremental option requirements.

The contract arrangements may also require the partner to:
1) Additionally provide finance to the Design, Build and Equip and other ongoing service requirements;
2) Provide ongoing facilities management and maintenance of the new building facility;
3) Provide a continuing managed service for ongoing maintenance, availability and renewal of the decontamination services machinery, equipment and surgical instruments and supplies
4) Operate, manage and provide sterile services and endoscopy decontamination services to the Trust as a managed service utilising the new facility. The current demand is estimated at processing 4.2m instruments plus endoscopy per annum.
5) Partner with the Trust on a joint venture basis in sharing risk, investment, responsibility and reward in operating the services utilising the facility and seeking new commercial opportunities to provide services to third party customers

The Trust wishes to use the Initial Engagement Stage of the competitive dialogue to explore with the shortlisted bidders possible and viable solutions and approaches to deliver the Trust's needs. The Trust is keen to explore the commercial and operational feasibility, as well as potential competitiveness, in incorporating a long-term service arrangement to maintain the building facility; providing ongoing managed services in relation to machinery, equipment and surgical instruments; and providing decontamination services on a managed service and/or joint venture basis.
