Description

NHS Leicester City Clinical Commissioning Group (CCG), on behalf of West Leicestershire CCG and East Leicestershire & Rutland CCG is considering the procurement of a Diabetes Education service to provide a diabetes education service to a small cohort of patients.

Diabetes is included within the LLR Sustainability and Transformation Plan (STP) and states the CCGs aim to maximise the number of people receiving diabetes education and diabetes prevention education. Diabetes has been a key priority for Leicester, Leicestershire and Rutland (LLR) for a number of years and in 2013 a strategic diabetes document was written in partnership with the Leicester Diabetes Centre called "Transforming Diabetes Services in LLR". Two of the 13 recommendations within the diabetes strategic document were around access to patient education which stated:

Recommendation 12: Patient education - An evidenced based patient intervention programme for prevention of type 2 diabetes is commissioned, with coordination of a range of services and options for patient to access, including metformin for suitable high risk patients who do not respond to lifestyle advice.
Recommendation 13: In a whole systems way, accessibility of evidence based patient education programmes for type 1 and type 2 diabetes are commissioned.

NHS England has provided Leicester, Leicestershire and Rutland CCGs with funding to focus on structured diabetes education. Part of this funding includes through two separate lots:
- making available tailored services for Type 2 diabetic women planning on becoming pregnant; (Lot 1)
- developing a course for patients under the age of 18 years with type 2 diabetes; (Lot 2)

LLR CCGs are looking for a provider for the two elements through two separate procurements. The provider will be expected to:
- develop and design a Type 2 diabetes education course
- undertake service user and relevant stakeholders communication and engagement
- running face to face education (an element of which must be one to one or group education)

Estimated value for this is circa £190k for six months (Lot 1 - £60k; Lot 2 - £130k). The CCGs would like suitably qualified providers to develop appropriate education materials and then roll-out education and counselling with the cohort of patients identified.

The service will be commissioned via an open procurement process advertised to all providers which is proportionate to the value and complexity of the service and contract. The ITT will be live on the 11th August 2017 on M&L CSU Bravo portal (see below) and it will have a deadline for submissions of 17:00 on the 1st September 2017.

Clarifications may be asked during the procurement process up to a week before the ITT deadline, i.e. the deadline for submitting clarification questions on the tender is 17:00 25th August 2017. NOTES

"Light Touch Regime" services
This procurement is for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ("Regulations"). Accordingly, the contracting authorities are only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authorities are not voluntarily following any other part of the Regulations.
The procedure which the contracting authorities are following is set out in the MOI and ITT. As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement.
Right to Cancel
The contracting authority reserves the right to discontinue the procurement process at any time, which shall include the right not to award a contract or contracts, and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award a contract in part, or to call for new tenders should it consider this necessary. The contracting authority shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this Contract Notice, or in the completion or submission of any tender, irrespective of the outcome of the competition or if the competition is cancelled or postponed. All dates, time periods and values specified in this notice are provisional and the contracting authority reserves the right to change these.
Transparency
