This invitation to tender is for the provision of a Community Eating Disorder service for 8-18 years olds in the mid-Mersey area, covering Halton CCG, Knowsley CCG, St Helen?s CCG and Warrington CCG following referral by a GP, other adult or self-referral. The contract will run for 3 years (with an option to extend by a further 2 years).
This service will manage and coordinate care across the continuum of need, working closely with primary, secondary and tertiary care.
The service will deliver the requirements of The Access and Waiting Time Standard for Children and Young People with an Eating Disorder (NHS England).
In particular, the CCGs are looking for:
? A comprehensive community based Eating Disorder Service with clinics delivered within each CCG area and agreed direct acute paediatric / adult inpatient admission routes to one/ two mid Mersey hospital sites for acutely ill patients. (NB. This service is not seeking to commission Tier 4 Mental Health beds)
? A service which will provide advice, guidance, signposting and training support to GPs, social services and schools/ colleges with a view to raising awareness to support early case identification in the community
? A service which can provide access at evenings/ weekends and uses evidence-based family interventions that directly address the eating disorder
? Appropriate clinical skill mix, with a recruitment, retention and training plan
? Establishment of clear referrals routes and thresholds, including self-referral
? Ability to meet challenging time scales as set out in the Standard
? Family and carer involvement in treatment, ensuring confidentiality and safeguarding arrangements
? Services which can provide treatment for common co-existing mental and physical health problems
? Provision of day care or intensive home treatment, where required
? A process for managing high risk medical conditions, with clinical support for inpatient care, including support for hospital staff. Part of this will be the assurance that there is the ability to respond to the recommendations of the Junior MARSIPAN report (on the management of very sick patients under age 18, with anorexia nervosa). The service will have clear pathways for step up to/ step down from hospital based care.
? Ability to collect and report a range of specified outcome measures.

The outcomes of this service are anticipated to be:
? Improved access and reduction in waiting times
? Appropriate, evidence-based eating disorder treatment, based on individual need
? Treatment for eating disorders and co-existing mental health problems from 1 team
? Improved outcomes ? as indicated by sustained recovery and reduction in relapse, and reduced need for inpatient admissions
The CCGs welcome expressions of interest from providers who wish to use technology more innovatively to support the service and engage young service users.
