Description

West Essex CCG (WECCG) is seeking to procure an Integrated Urgent Care (IUC) Service in line with the NHS England specification and the Five Year Forward View, enhanced by Professor Willett's vision for Integrated Urgent Care and the NHS England service specification for the Integrated Urgent Care, which is due for publication during July 2017.

The key principles and features of the IUC service will include:

• A NHS 111 service
• A multi-specialty clinical team and coordination service (MCCS), (referred to in the commissioning standards as an Enhanced Clinical Hub);
• A GP Extended Access service with the ability to take referrals from Princess Alexandra Hospital (PAH) ED and NHS111;
• A Primary Care Out of Hours (OOH) Service; and
• Capacity to deliver a 'see and treat' service for specific cohorts of patients referred from ED at Princess Alexandra Hospital.

It is essential that there is interoperability and digital transferability between all elements of the IUC pathway so that it is seamless for the patient and their clinical record has seamless movement.

To enable the required interoperability and the required integration of the system, the CCGs GP Provider Company, Stellar Healthcare (Stellar), is a 'Core Partner' mandated by NHS West Essex CCG (WECCG) for delivery of Integrated Urgent Care Services. Against the backdrop of the Contracting Authorities local strategic direction, as described in the Contracting Authorities technical specification for these services, the Contracting Authority are developing an Accountable Care Organisation. Primary Care is an integral part of this wider system development and integration journey. Further information can be found within the MOI-Selection Questionnaire documentation.

The IUC service will cover any person within West Essex, whether registered with a practice or not, who is in the need of immediate and necessary treatment and is eligible for treatment. Only patients registered with a West Essex GP patient can access the pre-bookable element for routine care of the Integrated Urgent Care (IUC) service.

The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the 'Regulations'). As such, the procurement of the Services is being run as a bespoke, two stage application process akin to the Restricted Procedure, as outlined within the suite of procurement documents. The Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.
