Description

HEE invites proposals from qualified organisations to assess the suitability of the Restraint Reduction Network scheme and standards against international requirements and to invite and encourage conformity assessment bodies to enter the market

Included:-
Services and providers included within the Mental Health Units (Use of Force) Act 2018
Certification scheme and standards

Excluded:-
Services and products outside those defined by the Use of Force Act 2018 and as maybe amended in the future.

SPECIFICATION:
Aim:
Support and stimulate the establishment of an England wide UKAS accredited certification scheme as recognition of competence and compliance for restrain (restraint reduction) training services.

Objective:
Phase 1
• To define an acceptable approach assessment and accreditation.
• To Assess the suitability of the proposed scheme and standards for the purposes of certification
• To determine the feasibility of accrediting the assurance evaluation of training providers either as an inspection or certification body.
• To develop internal competence to assess the certification of physical restraint training services
• To continue to offer sustainable accredited certification services to the sector following this initial market stimulation phase

Phase 2
• To hold and administer a market stimulation fund to be shared between and off set the accreditation costs of applicant certification bodies that are successfully accredited to administer the scheme and certify training providers
• To assess the competence and impartiality of the applicant certification body against the requirements of ISO/IEC 17065:2015 (service certification)
