Description
The provision of works for the survey, design and installation of flat roofing systems and associated products by groups who are able to supply and install all items listed within, 'Essential Requirements', with each group led by a "System Supplier" who will select and co-ordinate their team of named 'Approved Installation Contractors' to
service regional lots throughout the United Kingdom (UK).
3 system suppliers covering three (3) Contract Notices:
• England,
• Wales
• Scotland
The system supplier specifies the product choice to the client, with delivery of the project through their network of approved contractors (at the discretion of the system supplier regarding service number of Approved Contractors per regional lot).
Sufficient approved installers will need to be appointed to ensure
• Coverage across all 20 NUTS regions; and
• Ability to support large and small projects
• Typical/target client: HA, ALMO, LA, RSL, LEA, Fire/Police Authority etc.
Description of the procurement:
• Flat roofing design, supply, installation and associated works
• Remit: national, consortia bids, with each consortium comprising national system suppliers lead and their
national/regional approved contractors
• Typical/target property: Multi occupancy residential buildings (low/medium/high-rise), educational
establishments, local government buildings, police/fire authority buildings
• Typical/target client: HA, ALMO, LA, RSL, LEA, Fire/Police Authority etc.

Essentials:
• Service - the design, survey, technical support and advice including 15-30 Year Guarantee covering materials
and workmanship for chosen manufacturer system
• Supply and installation - flat roof covering systems and associated components, supplied and supported by the
chosen system supplier regarding installation works by the chosen installer dependant on project size.
• Roof covering systems - 2 and 3 layer built up roofing (torch on systems)
• Liquid waterproofing roofing systems
• Flame free roofing systems - polymeric, bituminous, single-ply
• Balcony and walkway - waterproofing systems
Optional (but are required to be priced):
• Associated roofing works - general building items will include rainwater goods and relevant renewable energy
technologies (i.e. solar panels).
• Asphalt roofing systems
• Flame free bituminous or polymeric systems - secondary systems
• Roof edge free standing guardrail and associated access equipment
• Green roof systems - conversions and associated specialised building works (inc. calcs, design and guarantees)
• Scaffolding - general scaffolding design and erection as per building type.

STRUCTURE
3 system suppliers covering three (3) Contract Notices:

The system supplier specifies the product choice to the client, with delivery of the project through their network of approved contractors.
It is at the discretion of the system supplier regarding the number of Approved Contractors per regional lot, but evaluation scoring will be designed to encourage them are:
• sufficient in number to ensure the client can run a mini competition with three bids in any one of the 20 NUTS areas, and
• sufficient in variety to support government policies and directives such as the Procurement Reform (Scotland) Act 2014 and the 2014 Welsh government publication "Community Benefits - Delivering Maximum Value for the Welsh Pound"; and
• sufficient in scalability to support both large and small projects
CALL OFF PROCEDURES
Clients will have two option:-
• to direct award system suppliers awarded to the framework through the usual options, i.e. Vfm, Price, Quality; and to enable clients to comply with existing systems already in situ
o using this option, once the supplier has been selected, a mini competition can be arranged with any three of the system supplier's approved contractors named on the contract notice, so the client is assured a competitive installation cost; or
• to hold a mini competition between the system suppliers
o to facilitate this - and to avoid conflict of interest - the client must first review the list of approved contractors of each system supplier and, if the same approved contractor is named on two system supplier lists, the client nominates which system supplier the approved contractor is assigned to support for that specific call off project;
o The system supplier then selects which approved contractor they wish to work with from those available to them, and submits their bid
o In this way, the client gets three fully costed and competing bids

• The approved contractor will sign the contract with the client, and be responsible for paying the levy the LHC; and
• The system supplier will oversees the work of the contractor, and is responsible for underwriting the product guarantee.
