Description

The NHS Clinical Commissioning Groups in Lincolnshire ('the CCGs': comprising NHS Lincolnshire East CCG, NHS Lincolnshire West CCG, South Lincolnshire CCG and South West Lincolnshire CCG) are undertaking a procurement project (the project) across the county for an NHS111 service. Expressions of interest are invited from suitably qualified and experienced providers capable of delivering an NHS111 service in the county.
Please note, the 4 Lincolnshire CCGs will be combining from 1st April 2020 to form NHS Lincolnshire CCG and this will be the contracting authority.
The aim is to commission NHS111 telephony services and /or other services and as specified by the commissioners and directed by national guidance. The procurement will include:-
• NHS111 call handling
• Associated clinical support as appropriate
Services must commence no later than 1st October 2021.
The key objectives of this project are to;
• commission high quality, safe and effective services that meet the urgent care needs of the specified populations across the Lincolnshire health system;
• ensure value for money;
• commission integrated patient pathways and outcomes;
• ensure there is continuity of service provision from 1st October 2021 onwards.
Key features will include:
• one entry point via NHS111 (telephony or online);
• integrated IT system(s);
• Consult and Complete model;
• direct booking into the wider system;
• digitally enabled technologies that support patients in a more convenient and cost effective manner.
The aim of this Expression of Interest is to;
1. provide the market with visibility of the proposed opportunity;
2. support the CCGs decision making to inform the future commissioning of services (as applicable);
3. to help define the future service approach and model;
4. to gauge the level of interest from the market of capable providers with capacity across the region to deliver the services noted above.

It is highly likely that we will hold one or more engagement events later in the year, although this is subject to change. These events would offer an overview of the commissioner's intentions, regarding any future opportunities, and help define the commissioning approach and inform the development of the service specification. Bidders who have expressed an interest in this market testing exercise will have the opportunity to submit a separate response to the Contract Notice as applicable.
Please note this is a market testing exercise and does not commit the CCGs to carry out a procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.
