Description
The Services to be provided by the Supplier under the above Lot are listed in Framework Section 2 and outlined below:
The Supplier shall provide expert Commercial support services in relation to first generation outsourcing services for Buyer IT projects. This shall include but not be limited to the following outcomes:

Commercial leadership of outsourcing discovery / project - including supporting the delivery of the Business Case, Make-or-Buy decision (in line with outsourcing playbook) and Sourcing Strategy;
o Delivery of Sourcing routes analysis;
o Analysis of relevant Government Frameworks;
o Make/Buy analysis documented including full risk analysis.
Application of technical skills and deep market understanding in the scope of the activity considered for outsourcing - Delivery of Market Engagement & Market Shaping and supporting the delivery of the resulting Specification(s);
o Publication of Prior Information Notice;
o Delivery of outcome based Specification in collaboration with I&T and Security, including Commercial MosCow analysis;
o Industry Boot Camp / Discovery Day;
o Produce robust Evaluation criteria for Tender.
Consideration and delivery of TUPE related aspects of any outsourcing activity - this shall include delivery of all relevant TUPE information for ITT;
o Delivery of TUPE analysis and plan.
In collaboration with Finance, deliver Total Cost of Ownership modelling;
o Delivery of Should-Cost modelling in collaboration with Finance and Cabinet Office experts;
o Deliver pricing and payment mechanism including templates for inclusion in competition ITT.
Secure BEIS and CO approvals for outsourcing & tender;
Navigation of BEIS and Cabinet Office Controls, including production of all documentation;
Support Project Validation Review with Cabinet Office.

If Define stage is successful: Deliver Tender exercise in line with Legislation and Government best practice: ITT, Tender, Evaluation & Contract Award. The Buyer shall make the decision to progress to this stage, providing the Supplier with formal Notice of its decision. If the decision is made to cease the Service post the Define stage, then this contract shall cease without further Notice.
The Supplier shall attend regular progress meetings and provide requisite reporting. The Supplier shall produce summary reports to maintain a record of agreed actions and objectives.
