Description

North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England and is supporting a procurement process to award a short term contract for the provision of Intermediate Care Rehabilitation Beds in Darlington for and on behalf of NHS Darlington Clinical Commissioning Group (DCCG).

This short term contract is to enable the DCCG to continue to deliver services in a robust and cost effective manner whilst undertaking a review to enter into a future procurement process of all Intermediate Care beds currently provided in the Darlington locality which will be effective as a single contract from 1st April 2021. The current services provided are 14 intermediate care rehabilitation beds and 9 short stay nursing beds, which will be subject to review prior to the commencement of any further procurement process.

Intermediate care, for the purpose of this service, provides short term assessment, rehabilitation, re-ablement and recovery care, delivered in partnership with local health and social care organisations, to support people to improve or regain independence, health and wellbeing. It provides an alternative to admissions into acute or long term care and is used to facilitate the transfer of care from hospital, thus aiming to support people to return to their own homes as soon as possible.

The service will provide individualised packages of care that responds to the need of the resident, their quality of life and allows them to make choices about their future, based on an assessment of need which identifies the health and social support that each resident requires, including the therapy input which will be provided by RIACT (Responsive Integrated Assessment Care Team) services in Darlington to each resident, but supported by staff within the Home setting.

DCCG is looking to award a short term contract for the provision of short stay 24 hour residential care up to six weeks for care to residents whose condition does not require support within an acute hospital setting. The provider will ensure that a maximum of 14 beds are available from contract commencement up to 31 March 2021. The value for delivering this short term contract is approx. 460000GBP per annum. DCCG is looking for expressions of interest in delivering this contract.

NECS is utilising an electronic tendering portal (In-tend) to manage expressions of interest in this contract and as such interested parties will need to register on the portal to access and to register their expression of interest in writing.
The PROACTIS e-Tendering portal can be found at: https://in-tendhost.co.uk/nhsnecsu/aspx/Home
(Please follow the registration instructions if you are not already registered) and look for the project NECS352 Expressions of Interest - Intermediate Care Beds for Older People in Darlington. Further information relating to this service will be available to download. Organisation will need to complete the project questionnaire in order to register
