Description

Sefton has an age 0-19 population of 59,700; and of those 14,500 are under the age of 5 years. Public Health services are currently provided to the 0-19 age group through 3 separate contracts, which include Health Visiting, Family Nurse Partnership and School Nursing.

Under the terms of the Health and Social Care Act 2012, upper-tier local authorities are responsible for improving the health of their local population and in relation to this hold an array of statutory duties for children, including:

• establishing arrangements to reduce child poverty
• promoting the interests of children in the development of health and wellbeing strategies (joining up commissioning plans for clinical and public health services with social care and education to address identified local health and wellbeing needs)
• leading partners and the public to ensure children are safeguarded and their welfare promoted
• driving the high educational achievement of all children
• leading, promoting and creating opportunities for co-operation with partners to
improve the wellbeing of young people

Sefton MBC's vision is \"to give every child in Sefton the best start in life and help and support young people to make healthier life choices\" and they intend to make this happen by securing the services of experienced and suitably qualified organisation to provide a universal public health service, providing expert information, assessment and interventions for babies, children, families and youg people of school age.

Extensive review, engagement, consultation and market testing has been undertaken and influenced the specification for this new 0-19 Healthy Child Programme which will not be a like for like replacement of the model for school nursing, health visiting and family nurse practitioners currently delivered by Liverpool Community Health Trust and due to expire on 31st March 2017.

The procurement falls in to the light touch regime category of the public contract regulations and Cabinet have authorised for the Director of Public Health to conduct an Open Procedure tender exercise to put the contract in place to run for a period of 3 years, with the option to extend for up to a further 2 years.
