Description

Provision of a Return Air Service
The Isle of Man Government invites expressions of interest from an air services provider to provide a Return Air Service to include Strategic Air Services, Non-Urgent Patient Transfer, Government Transport and Freight Services to the Department of Infrastructure.
The Services - Overview
The Services comprises:
1. The provision of strategic air services as a provider of last resort in times when the market is unable to provide adequate strategic Routes ("Strategic Air Services")
2. The provision of seats for the transportation of Eligible Patients who are to travel to Liverpool in order to receive medical treatment in the UK or elsewhere ("Patient Transfer Services");
3. The provision of transportation to Service Users who are to travel to Liverpool in order to undertake Government business in the UK or elsewhere ("Government Transport Services"); and
4. [the provision of a service for the transportation of freight ("Freight Services").]
The minimum service provision includes the following:
- A commercial airline that is an operator holding the applicable UK CAA licences
- Services 7 days a week 52 weeks of the year (except Christmas Day);
- A minimum service of one return flight per day;
- Alternative arrangements including provision of alternative flight time or destination should a flight or flights to or from the UK be cancelled or be full;
- Inform the Department of any delay greater than two hours or more or the cancellation of any flights;
- Provide suitable aircraft with a minimum of 60 seats;
- Provide access to a booking system;
- Assist Service Users during flights;
- Attend scheduled review meetings, frequency to be confirmed.
All tendering parties must hold a UK CAA issued Air Operator's Certificate (AOC) or Air Transport Licence (ATL) as applicable.

Once you have registered your organisation you should select this tender from the list of 'Current Tenders' and 'View Details' then click 'Express Interest' at the bottom of the page.
Once you have clicked on 'Express an Interest' a 'Form of Acknowledgement' tab will appear. This tab will provide a copy of the 'Appeals Procedure' to be downloaded. In order to progress to the next stage of the process you will need to 'Opt-In' and complete the 'Form of Acknowledgment' questionnaire and click 'Submit Return' before the Expression of Interest deadline as detailed below.
