Description

Welwyn Hatfield Borough Council (hereinafter referred to as 'The Council') is looking to appoint a Specialist Design and Build Contractor directly experienced in multi deck car parks as their partner to develop two multi deck car parks in central Hatfield. These are public surface car parks at present separated by approximately 300 metres and are to be constructed in two phases with the first handed over and after a short gap to construct the second larger car park.

Lemsford Road (Phase One) is to increase capacity by nett 100 car parking spaces using a 'temporary' single (or double) deck modular system which potentially can be eventually dismantled, transported and re-erected without significant modification on another car park site elsewhere in the Borough.

Phase Two is the erection of a multi deck permanent car park at The Commons creating up 600 car parking spaces incorporating provision for market traders vehicles. All related sub structures, infrastructure and services.

A two stage procurement process is being adopted and this Invitation to Tender and the other supporting documents form the First Stage where the Bidders are requested to provide priced Preliminaries and Pre Construction Design and other Services, overheads and profit ready for a Stage 2 negotiated contract. The Contractor would be appointed at the end of the First Stage process and be required to enter into a 'Pre Construction Service Agreement'.

The proposals are a response to the Hatfield Renewal Framework to increase parking provision within the town centre on these two sites so as to release valuable land for redevelopment in the town centre perimeter.
