Description
TBAP Multi-Academy Trust was established to deliver alternative provision education in West London. Over the last three years it has undergone rapid and impressive growth to become the leading Multi-Academy Trust of its type in the country. The Trust supports learners who are experiencing difficulty with or have been excluded from mainstream education. The Trust has 3 regional hubs situated in London, the East and the North West of England.
The catering contract is required to service four of the TBAP schools in West London - details below:

Beachcroft AP Academy
Courtyard AP Academy
Latimer AP Academy
The Trust are currently out of contract with their last contracted catering provider and seek to appoint a Contractor whose initiative and innovation will be welcomed for the provision of service to these schools. The requirement is for a 'delivered in' service from other schools in the area with whom you hold a contract (outside of this contract and this Trust) whereby meals are cooked/ prepared elsewhere and delivered to these 4 schools.
Each school requires:
Breakfast provision (cold only)
Break time provision (cold only)
Lunchtime provision (hot and cold)
Additional ad hoc hospitality provision
The Trust would wish the successful contractor to review the above pupil feeding requirement and make recommendations accordingly as to the content and variety of food they are able to provide. The Trust expects the successful contractor to enable the continued development of catering through the provision of an innovative, healthy food service, with fresh, seasonal, locally sourced ingredients being prepared on-site where possible.
The Trust would also like for the new incoming contractor to consider employing and therefore providing the catering assistants at each school that would receive the delivered in meals and then serve them to the pupils. There are currently 3 staff across these 4 schools that are employed by the Trust that could TUPE over to this new contract
Please note that all meals must be Halal
The contract being tendered is for one year in duration from 1st September 2020 to 31st August 2021. The Trust are planning a formal OJEU tender during the term of this one-year contract - whereby the outcome of the OJEU tender will be a new contract of a 3 + 2-year duration. This one-year contract will operate as a fixed price per meal contract
The School year is based on a calendar of 195 days. Five days are to be used for staff professional development which means that School will be open to receive students for the legal minimum of 190 days. Whilst the Schools prioritise value for money as a key objective of this process, the Trust is not obliged to accept the lowest price.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

The contracting authority reserves the right not to award any or part of the contract which is the subject of this Contract Notice and reserves the right to terminate the procurement process at any time.
The contracting authority will not be liable for any costs incurred by those expressing an interest in tendering for this contract opportunity.
The contracting authority will consider variant bids, evaluating them (so far as the variant or the evaluation of the variant is in the opinion of the contracting authority practicable) on the same basis as a conforming bid, but shall not be obliged to accept any such bid in preference to a conforming bid even if the variant bid scores more highly. No variant will be considered unless the bidder simultaneously submits a conforming bid.
