Description

The successful Supplier will be required to provide catering services at Churchill Academy & Sixth Form.

The contract covers the scope of the provision of all school catering and vending services, which also includes all hospitality and free issue requirements.

The current catering contract offers an annual return to the Client with all free school meals and hospitality being charged at net food cost only.

The contract being offered is for three years which commences on 1 August 2018 and concludes on 31 July 2021 and will be on a guaranteed performance basis. The contract may be extended at the governing body's option for a further period of up to three years (on a 1 + 1 + 1 years basis), with a mutual agreement to the service provision and resultant annual budget but otherwise on the same terms and conditions (excluding the right to further extend).

It is expected that the successful Supplier will work very closely with the Client and engage with the school curriculum, pupils and parents moving forwards into this contract term. The Client wishes for the successful Supplier to be able to offer innovation and to make some changes to the service provision within the school during the course of the new contract term. This will include ideas and innovation on how the catering service can meet the future needs of the pupils and staff.

Any inward investment should be detailed within the tender submission and also what impact this will have on the school catering facilities.

It is anticipated that the contract will continue to operate at a fiscal return each year for the main account, with all free issues and hospitality being recharged to the school based on consumption.

Currently, the catering provision is provided from three kitchens, a pod and a separate sixth form outlet.

Churchill Academy & Sixth Form is considering joining/forming a partnership with its feeder primary schools and it is anticipated that this partnership will grow in the number of schools being part of it during the course of this contract, beyond just Churchill Academy & Sixth Form, once formed. The provision of catering services to these schools when they have joined the partnership will fall under the scope of this contract.

The successful Supplier will be expected to provide the catering services within these additional schools using the same costing model, ratios, etc that were applied to the successful bid for Churchill Academy & Sixth Form at the point of tender submission. The duration of the contract for these schools will not be increased and they will join the contract for the remaining contract period that exists at the point of entry into the partnership.

Budgeted sales for the current year including client issues and free school meals ~ £ 311 000.

Please note: As stated above, further schools may be added to the contract during the tender process and during the life of the Contract.

The contracting authority reserves the right not to award any or part of the contract which is the subject of this Contract Notice and reserves the right to terminate the procurement process at any time.

The contracting authority will not be liable for any costs incurred by those expressing an interest in tendering for this contract opportunity.

The contracting authority will consider variant bids, evaluating them (so far as the variant or the evaluation of the variant is in the opinion of the contracting authority practicable) on the same basis as a conforming bid, but shall not be obliged to accept any such bid in preference to a conforming bid even if the variant bid scores more highly. No variant will be considered unless the bidder simultaneously submits a conforming bid.
