Description

This notice is a call for competition under an open type Procedure requesting bids for NHS Midlands & Lancashire CSU (MLCSU) on behalf of the Commissioners, NHS Leicester, Leicestershire and Rutland (LLR) Clinical Commissioning Groups (CCG's) wish to publish their intent with regards to the following service: Clinical Navigation Hub Service procurement.

The CCG's are looking to commission and bids from providers that can deliver this service. The CCG's are interested to hear from providers in the market for this service.

The LLR Clinical Navigation Hub service offers a clinical assessment, triage and onward referral service that is clinically led. It is envisaged that this will be a personalised advice, triage and onward referral service that is responsive to people's urgent health needs when they are referred to the (CNH) following a call to the NHS 111 service. This service provides clinical advice to patients and health and care professionals in the community to support decision making in order to ensure patients receive urgent care if required in the most appropriate setting. The service will have a physical base within LLR and staffed by local clinicians 24/7 led by GPs who are familiar with the LLR health system, to facilitate a response utilising robust knowledge of local services informed by the LLR Directory of Services (DoS). The provider must have in place a secure N3 connection.

The contract value for each year is as follows:

The contract value for 2018/2019 is £3.2m per annum. The service must be locally based within the CCG's geographical area.

The Commissioners wish to offer a contract for a period of 3 years plus an option to extend for a further 2 years. The Commissioners would like the service to start being delivered on the 1st January 2020.

The Commissioners anticipate that this procurement will be awarded to one service provider or a lead provider on behalf of a consortium.

The contract term will be for 3 years plus 2 years extension period.


The CCGs reserve the right to award in part or in whole. The CCGs reserve the right not to proceed with award.
"Light Touch Regime" services: This service is classified as clinical which comes under the Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ("Regulations"). The contracting authorities are not voluntarily following any other part of the Regulations. As the CCGs are relevant bodies for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement.
