Description
The Healthy Teeth in Schools programme is a key element in the public health oral health programme. The Council is looking for a single competent supplier to deliver a screening and fluoridation programme for all children aged 3-6 years at mainstream nursery/primary schools in Tower Hamlets.
The appointed provider is expected to carry out the following activities:
• Engage schools and agree how the programme will be delivered over the academic year
• Obtain parental consent for oral health screening and fluoride varnish application, including a medical and dental history
• Invite all parents/guardians with children in nursery, Reception and Year 1 classes to parent awareness sessions where the Healthy Teeth in Schools programme and oral health issues will be discussed
• Conduct a risk assessment of school premises
• Offer oral health screening and fluoride varnish application sessions to children in nursery, Reception and Year 1 classes
• Give all children who have received consent to participate in the Healthy Teeth in Schools programme twice yearly applications of fluoride varnish, unless not indicated.
• If a child is identified as in need of further treatment, advise their parent(s)/guardian(s) of this need and about to seek treatment from the General Dental Service
• Encourage and advise all parents/guardians of children on how to register with a dental surgery in their area to provide any immediate treatment needs and continuing care
• Encourage all parents/guardians of children who do not participate to take up the service throughout the duration of the Healthy Teeth in Schools Programme

The proposed contract is with an initial term of 5 years with an option to extend by 2 years subject to satisfactory performance.
The Authority is issuing this ITT to the Bidders to commence the tender stage of this Procurement Exercise. The purpose of this ITT is to request Bidders submit a Tender with a view to identifying a supplier which best meets the Council's requirements for the Contract.
Bidders should note that the Contract relates to services that fall under the "light touch" regime of Regulations 74 to 77 of the Public Contracts Regulations 2015. This Procurement Exercise will therefore be run in accordance with the Public Contracts Regulations 2015 as they apply to "light touch" services. While the Authority is following a process similar to the open procedure under the Public Contracts Regulations 2015 neither that fact nor any other statements, acts or omissions of the Authority in connection with this Procurement Exercise should be taken as indicating that the Authority intends to be bound by the provisions of the Public Contracts Regulations 2015 or the general principles of the Treaty on the Functioning of the European Union to any greater extent than applies by law.
