Description

The West Midlands Combined Authority (WMCA) is looking to establish an intelligent Demand Responsive Transport (DRT) network Framework Agreement across the West Midlands area when suitable funding becomes available. This reflects a step change in the way the WMCA currently procures services within its bus network. An innovative solution is required from operators that needs to be operational towards the end of 2020. The solution needs to be high frequency and demand responsive, capable of integrating with the WMCA's Swift ticketing and operate on-demand plus pre-booked pick up and set down journeys in each area concerned. Virtual bus stops will be created within the operating area to pick up and drop off customers.

The framework will consist of 2 Lots and bidders can bid for either or both Lot(s). The Lots concerned are as follows:

Lot 1 - Technology Platform (provision of a software solution for both customers and operators)
Lot 2 - Operating Platform (provision of vehicles and drivers)

A flexible arrangement is required to capture various locations that may come online during the framework which is to be for a period of no longer than 10 years. This will afford the necessary investment in vehicles and technology to take place in order to deliver the various potential DRT schemes.

Lot 1 will be assessed on the basis of 30/70 price/quality and Lot 2 will be assessed on the basis of 50/50 price/quality. Only those organisations that have answered all of the Standard Selection Questionnaire questions and provided all supporting documents satisfactorily will go on to have their tenders evaluated.

In order to access the documents and submit a bid please do so through BravoSolution, the WMCA's e-tendering portal (https://wmca.bravosolution.co.uk). The tender reference is itt_770 and if you are not already registered on BravoSolution it is free and usually only takes a few minutes to do so.

The deadline for any clarification questions, via BravoSolution, is 1200 noon on Monday 11th May 2020 with tenders to be submitted no later than 1200 noon on Friday 15th May 2020.
