Description

To appoint a suitably experienced supplier to write an evaluation report on the social return on investment of the Healthy Neighbours Programme. The Healthy Neighbours Programme is a Lottery funded project with the aim of empowering local community organisations to promote health services at a grant roots level.

The overall aim of Healthy Neighbours is to support communities, where health levels are extremely low in comparison to national indicators, to improve health and wellbeing outcomes through connecting residents to services and responding to gaps in provision: By consulting with their community, volunteer champions help organisations to understand their communities better and can connect at a peer level with local residents to support wellbeing.
The contract aims are to:

•Provide an evaluation of the Social Return on Investment of the Healthy Neighbours Programme including the pilot from April 2022 and the first year of the National Lottery Funded project to the present date.

•Provide Torus Foundation and the Healthy Neighbours delivery partners with holistic and robust evaluation tools to enhance decision making, performance management and operational practices.
The outcome of the tender process will be a 4 month contract commencing in April 2024. Performance will be monitored as per the KPI's that are included within the specification.
Bidding Organisations must be able to demonstrate the following, in order to be appointed to undertake this work:
•Experience and expertise in delivering social return on investment evaluations and reports.
•Experience of evaluating large scale community and volunteer-based projects
•A thorough understanding of the societal and economic conditions prevailing in the 6 geographical locations in which the programme is delivered.
