Description

Modification Notice
Original description: To provide marine support to a number of tri-service training serials at several locations around the UK coast. The following are typical:
• Provision of a Range Safety Craft service on 7 live firing ranges at Hythe, Lydd, Lulworth, Straight Point, Castlemartin, Manorbier and Penally;
• Provision of a vessel winching platform for an RAF SAR training establishment, RNAS Yeovilton and a number of Joint Helicopter Force units;
• Provision of a ferry service and safety boat for aircrew sea survival drills for both the Survival, Evasion, Recovery and Extraction Training Centre at RAF St Mawgan and for tri-service refresher sea survival training undertaken by aircrew of operational and flying training units based around the UK;
• Provision of Marine Target Towing (MTT) for fast jet aircraft;
• Provision of craft in support of Navy Command Operational Sea Training.
Description of the modifications
This is for a 1 year extension to the original contract which is needed in order to maintain the delivery of the current contract and to permit the full commercial competition to complete to re-let a replacement contract.. PIN (OJ S:2016/S 189 - 338314) has been published for the competition of the future contract.
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The vessels are owned by RBS and leased to the contractor. They are not on MoD's balance sheet. If re-let either the new contractor or MoD would need to purchase the vessels from RBS and then add them to the balance sheet. The MoD hasn't the funds in FY17/18 for this. Also a one year contract would result in substantial duplication of costs and the team managing the contract is presently not sized to either run a competition or support the introduction of a new contractor.
