Description

The supplier will develop a Terms of Reference (ToR) document, in order for Cefas to then run an open competition for a supplier to propose a pilot project for the upgrade of a candidate port (or ports) in Belize to meet MARPOL (The International Convention for Prevention of Marine Pollution For Ships) requirements. The ToR is required to instruct the subsequently appointed supplier on the review and update of recommendations made by the Asia Pacific Waste Consulting (APWC) on Belize's Port Reception Waste Facilities, completed in 2019 during the Commonwealth Litter Programme (CLiP). The candidate port (or ports) will be decided by the Belize Ports Authority, as the organisation in Belize with the legal mandate for Belize's ports. The proposed pilot project will also include proposals to upgrade corresponding waste management infrastructure, to sustainably manage the influx of waste that will develop from the upgraded facilities. It shall also sight the pilot project proposal within Belize's policies and strategies for the marine environment.
For the ToR review, Cefas will facilitate engagement and introductory meetings between the supplier and key stakeholders, such as the Belize Ports Authority, Department of the Environment (DOE) and the Ministry for Blue Economy and Civil Aviation.
Deliverables:
1. Engage with key stakeholders, as facilitated by Cefas, to discuss the requirements.
2. Develop a ToR document to instruct a subsequent supplier (to be appointed via open competition) on the requirement to develop a pilot project proposal for the upgrade of a candidate port (or ports) in Belize to meet MARPOL requirements.
a. The ToR will be appropriately seated in the existing and on-going maritime policy landscape in Belize, for example the Belize National Marine Litter Action Plan.
3. Provide an interim, draft version of the ToR for Cefas to review and provide comment on for Cefas and Belize Ports Authority.
4. Provide a final, clean version of the new ToR document for Cefas to review and approve.
5. Provide an explanatory document alongside the final ToR, documenting the decisions and reasoning of the contents of the ToR.
6. Provide a high-level estimation of the value for an appropriate organisation (to be appointed via open competition) to deliver the work that has been set out in the ToR.
