Description

In October 2020 NHS England and NHS Improvement Board received the Diagnostics, Recovery and Renewal review (also known as the Richards Review). The report highlighted a critical need for investment and reform in NHS Diagnostic Service provision. A set of specific recommendations were published which would be needed to support its the implementation. The Richards Review is available on the NHS England website.

The Richards' Review contains a suite of recommendations to increase diagnostics capacity, covering new service delivery models; equipment and facilities; workforce, digitisation and connectivity; and key enablers to drive the change. The recommendations aim to optimise the use of existing provision, manage the safe delivery of diagnostic provision during the pandemic and reduce diagnostic backlogs.

The Diagnostics team in the Improvement Directorate, working with the NHS Regions, is now in the process of developing an implementation plan to deliver the recommendations and transformational changed required as set out in the Richards Review. This includes the separation of acute and elective diagnostics capacity and the establishment of Community Diagnostics Hubs (CDHs). These are one-stop locations delivering a broad range of diagnostic services in non-traditional locations such as on the high-street and retail parks. The CDH concept is receiving considerable political, media and NHS England and NHS Improvement executive team interest.

Provision of clinical oversight and stakeholder management requires a specialised skill set to ensure credibility;
- clinical expertise,
- an understanding of the range of diagnostic provision,
- issues face and opportunities for transformation,
- systems and strategic knowledge,
- alongside experience of senior leadership and engagement in an NHS Organisation.
The provision of clinical oversight and stakeholder management for the National Diagnostics Programme will include:
• Clinical leadership to provide strategic oversight, advice and direction to the National Diagnostics Programme, including chairing monthly Clinical Advisory Group meetings and attending the NHS England and NHS Improvement Diagnostics Programme Board.
• Stakeholder management across the wide range of internal and external stakeholders in diagnostics, including the wide range of professional bodies and colleges representing the diagnostic disciplines (imaging, endoscopy, physiological measurements. Genomics); system level partners (commissioners and providers); the independent sector; patients and the public.
