Description

PLEASE NOTE: CLARIFICATIONS HAVE BEEN ISSUED FOR THIS PROJECT.

Portsmouth City Council, hereinafter referred to as the 'Employer' wishes to enter into a multiple supplier Framework Agreement which will be used to appoint 'Specialist suppliers' to complete individual projects ranging from £4,000 (though some projects may be below this value) to £250,000 in contract value via a competitive process. Although individual contract values are unlikely to exceed £250,000 there will be no cap on the maximum value of any project that can be tendered through the Framework Agreement.

The Employer estimates that the Framework Agreement may be used to let approximately £2,500,000 of relevant works contracts per annum. The value of works quoted is based upon the Employers estimated requirements plus those of the other public bodies who will be able to access the Framework Agreement once operational. The set-up of the Framework Agreement will place no obligation on the Employer or the named contracting authorities to use the arrangements.

It is envisaged that a two tier Framework Agreement will be set-up. The first tier would be the Primary tier and will be made up of the highest scoring 6 (or greater if 7 and 8 achieve the same score as 6) suppliers as a result of the evaluation process detailed in Section 14 of this document; the second tier would be a reserve of 4 - 6 suppliers. The primary tier suppliers will be asked to take part in mini-competitions from the Framework Agreement.

The Framework Agreement will primarily be utilised for projects which cover the design, supply and installation of Photovoltaic (PV) Panels to residential, educational and commercial properties.

The Employer will establish the framework concurrently with the letting of a contract for St John's Court.

The contract will cover the supply and installation of 2 x 25kW grid connected photovoltaic system to St John's Court, Simpson Road, Stamshaw, Portsmouth, PO2 8NA. A full specification, associated documentation and pricing schedule are included within the tender pack.

The JCT Minor Works Building Contract 2011 (as amended 6th April 2015) will be used to let the St John's Court contract.

The estimated value of the works allocated to this project is £50,000. In order to bid for the work and inclusion onto the Framework Agreement suppliers must be able to demonstrate a turnover of approximately £100,000 as a minimum from their last set of accounts.

The Framework Agreement will also be available for members of the Portsmouth Regional Procurement Partnership (PRPP) plus East Hampshire District Council (EHDC) to let call-off contracts from where appropriate.
