Description
The Gateway project is a multi-agency initiative designed to respond to the specific needs of young adult offenders between the ages of 18-24 years. The programme will seek to offer an alternative to formal prosecution by way of a conditional offer via an individually tailored contract to engage with partner agency based critical pathways of need. The programme will look to improve life chances and opportunities for desistance by offenders as well as support victims of crime by way of restorative justice interventions.

This is a market information exercise only and depending on the outcome, a procurement for some combination of the services may take place.
The value of any such procurement or level of interest cannot be predicted at this stage and although a date is provided, no guarantees can be given regarding when and if a contract notice will be issued or if a procurement will take place at all.
The procurement will involve :
To work with eligible young adult offenders referred to under the Gateway Project and complete a personalised assessment that identifies critical pathways of need including safeguarding and appropriate risk assessments.
Liaise with partners relevant to each support plan to facilitate appointments and support the delivery of effective referral and recruitment pathways into other agency services.
Manage a caseload of clients, and maintain regular supportive contact with each individual allowing them to take ownership of their plan, navigating them into engagement with services; support, recovery, activity planning, and to maintain engagement with the programme
Assist the young adult offenders to maintain on-going engagement with multi-agency partners to support them with any intervention i.e. restorative justice approaches, treatment.
Assist the young adult offender to take ownership of their future options, recognising and addressing key areas for change to promote positive life choices and reduce likelihood of reoffending.
Contribute to case progress reviews, presenting reports on levels of engagement and motivation of the young adult.
Maintain confidential reports and case notes, record intervention plans and risk assessments in accordance with professional and partnership guidelines.
Hampshire Constabulary seeks to engage with the market to comment on the viability and practicality of Hampshire Constabularies aspirations and requirements as outlined, and to further inform HCC's understanding by responding to a questionnaire which can be obtained through In-Tend.
An on-line questionnaire can be completed within In-Tend reference HC11647 that will allow interested parties to have an input into the services and considerations that would need to be included when setting up such a service.
Therefore expressions of interest are welcome from suitably qualified and experienced organisations that can fulfil the requirements of the project brief as identified within this notice.
Consortia applications and partnered arrangements would also be considered with a lead partner.
Interested parties should register on the Hampshire County Councils In-Tend website https://in-tendhost.co.uk/hampshire as this is the portal that will be used to manage the procurement process.
Registration on In-Tend is free and the closing date for completion of the questionnaire is the 27-October-2017.
