This Prior Information Notice (PIN) is an indication of potential future procurement activity and is subject to change. The PIN is not part of any pre-qualification or selection process and is not a commitment to procure
anything.
Cornwall Council is currently conducting a comprehensive review of how Parking Services are delivered.
The Council is keen to explore all options or solutions that may be currently available in the market for these services.
The Council is conducting a soft market assessment to explore these options and better understand business, technological and innovative solutions that are available. In addition this will allow the Council to gauge the level of market interest and on what terms solutions can be delivered.
Cornwall Council is responsible for managing over 300 car parks, enforcing on and off street parking restrictions throughout Cornwall and developing transport policies. Areas under review include the following which are either currently delivered by the council or by 3rd parties under Council management:
o car park management
o on street parking enforcement
o civil enforcement
o permit administration
o pay & display management
o a pay by phone management
o removals service and pound operations
o supply of management information systems to support the service
o back office administrative operations
Soft market testing and further supplier interactions in conjunction with on-going internal analysis will play a key role in helping to help shape the Councils vision for Parking Services and determine the option to take forward for possible future procurement.
The Council would expect the option to provide an effective and responsive Parking Enforcement Service for Cornwall, delivering ongoing efficiencies at the same time as ensuring that key parking policy objectives for reduction of congestion and management of traffic are met. In addition the Council would like to explore new innovations and systems which ensure that data is reliable, robust and able to inform service priorities and future planning.
Once the preferred option is identified, the Council anticipates a range of financial and non-financial benefits including
•A reduction in costs
•Delivery of a more flexible resourcing profile
•Provision of improved intelligence and data to inform services
•Improved traffic and parking management on key routes
The Council is interested in hearing from businesses that would commit to investment in Cornwall and bring their operational and commercial expertise to manage and develop Parking Services in Cornwall.
Interested parties should register their interest via email to the aforementioned contact officer by 13:00 hrs on 05/06/2015.
Questionnaires will be circulated to all respondents, on receipt of interest, and are to be returned via email by 13:00 hrs on 12/06/2015.

The attached document, included above, provides some more detailed background information in respect of the prevailing arrangements and recent historic data concerning the current Car Parking Services undertaken by Cornwall Council.
As a result of the Questionnaire returns some suppliers may be invited to further discuss their proposals with key Council representatives.
It is anticipated that this will take place during the latter part of June.
Completed questionnaires, supplier presentations and on-going work by the Council will be used to develop the specification for future service provision.
The market will be notified of future procurement activity following completion of this exercise.
Responding to this notice or participating in presentations does not confer an advantage on participating suppliers.
This is not a call for competition. Any future procurement exercise arising from the soft market testing exercise will be an independent process and will be subject to a separate PIN and / or Contract Notice.
Please note this soft market assessement opportunity is also being advertised via the Official Journal of the European Union for a similar duration.
