Description
This is a Prior Information Notice (PIN) and Request for Information (RFI) published on behalf of North Kirklees Clinical Commissioning Group. (The Commissioner).
The purpose of this PIN/RFI is to gauge market interest with the potential for procuring a total purchasing solution for Wound Care Products.
The Commissioner is seeking expressions of interest from suitably qualified and experienced organisations to work collaboratively with the local community provider to deliver a total wound purchasing solution.
The contract will be let for a contract term of 1 year pilot with the option to extend for a further 6 months to enable full evaluation of the pilot to be completed, unless terminated by the application of a break clause at either 3 or 6 months if the service is not deemed to be achieved the required service outcomes.
The service includes three elements:
• Provision of wound care products to a central hub for access by district nurses
• Supply of basic wound care products to GP Practices
• The Supply of wound care products to care homes within the locality.
The Total Wound Purchasing supplier will deliver the following functions:
• Supply high quality products in line with the existing Joint Wound Care formulary. (NO CHANGES ARE TO BE REQUESTED OR MADE TO THE WOUND CARE FORMULARY)
• Supply products within defined timescales to ensure continuity of the supply chain.
• Be operational 365 days a year
• Deliver products to an identified central hub, with 90% of orders being fulfilled within 24 hours of ordering.
• Work with the community provider to provide clinical support and guidance to colleagues.
• A bespoke ordering solution that allows for tailored ordered according to pre-determined criteria.
• Work collaboratively with the District Nursing Teams and Tissue Viability nurses.
• Work with the community provider to minimise the waste associated with wound care products.
• Implement a robust clinical audit process to identify effectiveness of treatment paths.
Additional information:
North Kirklees CCG is looking for a single provider to deliver this service. Any provider is expected to adhere fully to the Joint Wound Care Formulary that has been developed across the locality. No substitutions or amendments will be accepted for products currently on the formulary.

Please note that an expression of interest in delivering The Provision of a Total Wound Product Purchasing service is not a tender response. An expression of interest is no indication of a commitment to participate in the tender process nor does it infer any special status on those providers who do submit an interest.
The market response to this PIN will be used to inform the commissioner's view as to any future process to select the most suitable provider to meet its commissioning intentions. This expression of interest does not commit North Kirklees CCG to undertake the procurement of The Provision of a Total Wound Product Purchasing service should the pilot not prove to be effective and North Kirklees CCG has a right to withdraw the notice.
