Description

The Council wishes to establish a Flexible Contracting Agreement for NHS Health Check and Smoking Cessation Services. The services will be split into two Lots as follows:

o Lot 1: NHS Health Checks - One of Birmingham City Council's mandatory public health services is the NHS Health Check, which is provided by health professionals.
It is a health examination for adults in England between the ages of 40 and 74. It is intended to detect early indications of dementia, type 2 diabetes, kidney illness, heart disease, and stroke. We are more likely to develop one of these conditions as we age. Finding measures to reduce this risk is assisted by an NHS Health Check.

The examination includes a series of questions about a patient's health and lifestyle, including ones concerning physical activity, as well as measurements of height, weight, and blood pressure and a quick blood test to check cholesterol. The health professionals go through the results with the patient and discuss any changes required to enhance the patient's wellbeing.

o Lot 2: Smoking Cessation Service - The Smoking Cessation Service is to be delivered by Pharmacies, GP Practices and other qualified providers. The model of smoking cessation support being commissioned is a 12 week behavioural programme that utilises a combination of nicotine replacement therapy (NRT) and electronic cigarettes (e-cigs), to reduce withdrawal cravings and advice/support that provides strategies to cope with quitting smoking. For this Lot, Providers can bid to deliver the 12-week programme, the NRT scheme or both.

The FCA will be for a period of 4 years in total (unless terminated under agreement provisions); 2 years commencing on 1st September 2023, with an option to extend for a further 2 years. It will operate in a similar way to a Dynamic Purchasing System in that it will reopen after the initial procurement and remain open for suppliers to join at any time during the duration of the FCA.

The Flexible Contracting Agreement (FCA) will be awarded to an unlimited number of providers in each lot; providers can apply for either Lot 1 or Lot 2 or both. Potential Suppliers only need to complete the Potential Supplier Information once, even if applying for more than one Lot.

For Lot 1 NHS Health Checks, only qualified GPs will be admitted to the FCA in year 1. BCC will review and potentially widen the selection criteria in year 2 to include Any Qualified Provider (AQP). If the decision to include AQP is progressed, the service specification will be revised to reflect these changes and any additional national NHS guidance or criteria

The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
