(a) The provision of (or access to) an effective, safe, efficient CHC to the entitled and eligible population of BFC. Statutory responsibilities are to be discharged in full; other services must meet acceptable clinical standards when benchmarked against UK NHS and the National Institute for Health and Clinical Excellence (NICE) guidelines and practices. (b) The provision of a fully integrated and managed SW service structured to replicate the statutory services normally provided in the UK by a local authority. The SW service needs to be consistent with UK best practice, evidence-based, and in accordance with extant MOD and NHS policy. UK legislation (such as the Children Act 1989 and the Children Act 2004) does not apply outside the UK, However the Secretary of State replicates the spirit of UK legislation for BFC, where it is practicable to do so.
