Description
HEE wishes to procure a framework of high quality training providers capable of delivering training programme to individuals within one, some or all of the regions below. Bidders will be expected to be able to offer the training programme starting in 2016/17. Bidders are asked to indicate in which of the four LETB (Local Education and Training Board) areas they would wish to bid for. The four regions (followed by the appropriate HEE local offices) are:
• London & South East (South London, Kent Surrey and Sussex, North and Central London, North West (London
• Midlands and East (East of England, East Midlands, West Midlands)
• North (North West, North East, Yorkshire and Humber)
• South (Thames Valley, Wessex, South West)
HEE have up to £20,000,000 to fund procurement of this training to support NHS England in meeting this target. The procurement will be accompanied by an offer to individual service providers and Clinical Commissioning Groups (CCGs) of 100% salary support to new PWP posts, which will benefit from this training within CYP MH services. As this offer is subject to demand and agreement by the appropriate CCG to match fund the post for a further year, it is not possible currently to estimate what proportion of this funding will be allocated to new PWP roles within the system.
HEE are commissioning training for a new post that draws on the experience of the highly successful adult IAPT PWP programme, to create a new cohort of psychological practitioners capable of delivering high-quality, evidence-based interventions for mild to moderate difficulties in a way that can be efficiently brought to scale. We propose to make more effective use of the large cohorts of very able graduates in psychology and a range of other disciplines to deliver and support, under supervision, brief, outcome-focused evidence-based interventions for children and young people experiencing mental health difficulties.
HEE is looking for training providers capable of delivering these curricula to a high standard at pace, with the first intake of trainees in 2016/17. Individual trainees will be identified by providers of CYP MH services whether commissioned by NHS or other commissioning bodies such as local authorities. Service providers nominating individual trainees will already be part of CYP IAPT partnerships, or will confirm their intention to join such a partnership in 2016/17. HEE reserves the right to impose conditions on the trainee selection processes of either service providers or HEIs to ensure that trainees' gender and ethnicity is representative of the communities that they are intended to serve.
The end date for this initial Framework contract is on the 31st March 2017. However, the Framework programme is intended to continue until 2020 subject to further funding being made available on a year on year basis. Therefore, the contracts will be extended on a yearly basis, subject to funding, until 2020.
