Description
North East Essex Clinical Commissioning Group wishes to invite suitably qualified and experienced providers to submit tenders for the provision of a Children and Young People's Mental Health Early Intervention Service. A potential bidder can be a stand alone organisation or a group of organisations. The successful Bidder will be accountable for the provision of all services within the scope.
This service is being commissioned as an early intervention service to meet the needs of children and young people who do not meet the inclusion criteria for the Essex-wide Emotional Wellbeing and Mental Health Service. The service offers mental and emotional support suited to the needs of the service user. The service comprises of 3 components, as follows:
• Disordered eating support service
• Talking therapies service
• Informal advocacy service
Please note that the services and associated specification and prices, commissioned within this contract maybe subject to review and change. Moving forward it is the CCG's intention to work closer with the CCGs within the Suffolk and north east Essex STP footprint. Therefore, the scope of the possible changes to be made to this contract shall relate to the potential introduction of a larger population to support the STP footprint (i.e. the contract and specification may be amended to include the Ipswich & East Suffolk and West Suffolk CCG populations), through a variation to the contract in accordance with Regulation 72 (1) (a)of the Public Contracts Regulations 2015.
The Contract will run for an initial 3 years commencing on the 1.4.2018 and concluding on the 31.3.2021. There is an option to extend the contract for up to 24 months.

You are advised that the budget will be in the region of £231,000 GBP to £261,000 GBP per year across the period of the contract, therefore £1,115,000 GBP to £1,305,000 GBP total contract value, for the potential 5 years, which is a combination of three years, plus a possible extension of up to two years. The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the 'Regulations'). As such, the procurement of the Services is being run as a bespoke, single stage application process akin to the Open procedure, involving a number of stages which are outlined within the suite of procurement documents. The Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.
