Description

Transport for London (TfL) is issuing this Prior Information Notice (PIN) to inform the market of an upcoming opportunity.
This PIN is not an invitation to tender and does not constitute a call for competition to procure any services, supplies or works for TfL. TfL is not bound to accept any proposals offered. Its purpose is to allow interested parties with appropriate experience to express their interest in the administration of Walking and Cycling Grants programme.
Any future procurement of services by TfL would be carried out strictly in accordance with the provisions of the applicable Public Contracts Regulations 2016.
The Mayor's Transport Strategy (MTS) sets a target for 80 per cent of all journeys to be made on foot, by cycle or using public transport by 2041. Our ambition is to enable all Londoners to walk or cycle more to reduce car dependency, improve health, tackle inactivity and improve social inclusion and wellbeing.

TfL is seeking to appoint a service provider for the management of Administration of TfL's Walking and Cycling Grants Programme. The appointment will be for 3 years with the option to extend for a further 2 years.

The grants administrator must have proven experience of delivering community schemes and initiatives, an extensive network of community contacts and relationships in London, and a good understanding of the barriers and motivations to walking and cycling among under represented audiences in London.
Grants will be awarded over a 3 year period, on a local (borough) basis to community projects, not for profit organisations and charitable organisations.

The grants administrator will manage:-

• Programme delivery from generating interest for applications to administering grants, providing support and reporting on programme delivery
• Training and support needs for grant recipients
• Selection, shortlisting and awarding of grants
• Mid-year and end of year reporting
• Enlisting a 3rd party to conduct an independent audit
• End of year celebration event
• The Community Ideas Hub to share projects that could be easily replicated by other groups in other parts of London
