Description

The Council intends to award a new contract for a Backup Contractor for the Reactive repairs and Maintenance service in the Spring / Summer of 2019 and invites organisations with the necessary capabilities to tender.

The proposed contract will be based upon the National Housing Maintenance Forum M3NHF Schedule of Rates version 7 including its long descriptions, the specifications of workmanship and materials and the relevant SOR rates for each element of the required services. The rates are to include for all preliminaries, overheads and profits. As part of their tender submission, contractors are required to tender a single percentage adjustment to these rates.

Any works outside of the scope of the National Housing Maintenance Forum M3NHF Schedule of Rates version 7 will be rates agreed via a provisional sum (Agreed labour rate and percentage markup on materials) for later approval and variation to contract

The maximum value of individual works to be issued ("Orders") under the contract will not exceed £10,000 (excluding VAT). Any orders that are estimated to exceed £1,500 (excluding VAT), however, will be reported to the Council's Contractor Manager to arrange a joint inspection of the works prior to the scope of works being agreed.

All works with an estimated value in excess of £10,000 will be subject to competition and the Contractor will be invited to quote / tender for such works

The Council's annual spend on works issued to external contractors for the above service is approximately £90,000 per annum. Contractors should be aware, however, that the London Borough of Hillingdon does not provide any guarantees or assurances in respect of the annual value or volumes of work, if any, which will be procured under this proposed contract.

The proposed contract will be for a period of one (1) years with an option to extend for a further one (1) year subject to the requirements of the service and the satisfactory performance of the contractor.
