NHS Arden and Greater East Midlands Commissioning Support Unit (AG CSU), on behalf of the Commissioners, West Leicestershire Clinical Commissioning Group (CCG), East Leicestershire and Rutland CCG and Leicester City CCG, would like to invite potential providers to attend a market engagement event in relation to the CCGs' plans to procure integrated primary and community urgent care services.

The CCGs are intending to commission a range of newly specified services from April 2017, which will contribute to the delivery of 24/7 access to urgent care across Leicester, Leicestershire and Rutland (LLR).

The services anticipated to be procured are as follows:

1. Integrated primary and community urgent care services in Leicester City, incorporating 7 day access to urgent primary care, including booked out of hours appointments in the hours of operation.

2. Integrated primary and community urgent care services in West Leicestershire CCG. These services will offer 7 day a week access to urgent appointments, and include delivery of the Loughborough Urgent Care Centre and booked out of hours appointments.

3. Integrated Visiting services bringing together Out of Hours primary care visits and day time acute/crisis visiting services in the three CCGs.

The market engagement event will take place in the afternoon of Monday 19th September 2016, in Leicester city centre, and will be an opportunity for potential providers to learn more about the LLR Vanguard, the proposed service lots and the procurement process. Further details of the agenda and venue will be circulated the week before the event.

These services have been redesigned as part of the Leicester, Leicestershire and Rutland (LLR) Vanguard work. It is expected that the procurement will be split in to lots. These services will be complemented by, and interface with, a new model of streaming and urgent care at the Front Door of Leicester Royal Infirmary which will be procured separately by University Hospitals of Leicester (UHL) as the lead provider of the Emergency Department, in conjunction with the CCGs.

It is anticipated a further procurement will take place in the future for integrated primary and community care services in East Leicestershire and Rutland, incorporating Urgent Care Centres and out of hours primary care appointments in ELR CCG. This procurement will run to a later timetable and it is envisaged that the contract start date would be September 2017, so please note these services are not being advertised as part of this process.

It is the CCGs intention to develop an Alliance agreement across the successful providers of each of the awarded contracts for this process during the first year of the contract performance. The Alliance agreement will operate alongside the individual contracts for each lot, and be based on collaboration to achieve a set of system outcomes including:

• Reduced emergency admissions
• Reduced use of Emergency Department
• Reduced patient hand offs
• Improved patient experience

The Alliance agreement will be developed in negotiation and discussion with the successful providers. Commitment to enter into and contribute to the success of this agreement will be one of the award criteria for this procurement.
