Description

Bristol City Council (BCC) is seeking to set up a framework to survey, advise, supply and install the following non-domestic
energy efficiency services:
- LED Lighting and Controls,
- Insulation (Cavity, Loft and Pipework),
- BMS (Building Management System) / BEMS (Building Energy Management System),
- Energy and Building Services Efficiency Improvements
The framework value is estimated to be 16 500 000 GBP over the lifetime of the 4-year framework.
The geographical coverage of the framework is across the south, south west and south Wales, with the main location of delivery Bristol.
BCC anticipate the framework will deliver supply and install contracts between 50 000 GBP to 500 000 GBP and survey and advise only contracts between 1 000 GBP and 10 000 GBP and therefore are seeking suppliers capable of delivering contracts of that nature and size, however, from time to time contracts outside this range may need to be delivered.

The objective of Energy Saving Partnerships is to create a viable alternative to the guaranteed saving models used elsewhere in the delivery of energy efficiency measures for the non-domestic sector. This Framework will allow the direct and efficient procurement of the principle energy efficiency measures, with reputable specialist suppliers. Support can be provided by Bristol City Council's Energy Service during the audit, finance and delivery stages of the project, as required. Other public sector organisations will have access to contract templates through an Access Agreement. The Framework provides Users the option to retain as much control as they wish or to secure as much support as is needed to successfully deliver energy efficiency investments within their organisation. This addresses known barriers to energy efficiency delivery in the South West and will unlock significant investment over the course of the Framework. The framework is open for use by Bristol City Council and Local Authorities in the surrounding areas, with a focus on the south west.
