Description

The Council?s cashless provision has been in place since 2011 and is an established, mature contract and the Council requires a Service Provider who is able to deliver robust implementation which ensures continuity of service both during and post implementation phase.
Manchester City Council provides on street parking, which provides both cash and cashless payment methods. Currently there are circa 2300 on street parking bays in the City Centre Controlled Parking Zones. In addition there are currently 2 off street car parks operated by Parking Services where payment can be made using both cash and cashless methods. The Council provides some pay and display parking in the District Centres, where currently only cash payments are accepted. It is expected that both on street and off street parking grows to include cashless payment methods across the City during the term of this contract.
The Council is seeking a service provider who is able to grow the current cashless provision and is able to significantly increase the number of cashless transactions, which currently accounts for circa 26% of total receipts, with an
expectation of a minimum 5% increase each financial year. The Council expects the Service Provider to deliver an excellent customer experience and enhance the way in which customers engage with the Council when using cashless payment methods.

The Council is using the e-business portal known as The Chest https://www.the-chest.org.uk/ to conduct the procurement exercise. To gain access to the invitation to tender documents tenderers will need to register their company details at the above website. Once registered, tenderers will be emailed a log-in and password which will allow them to gain access to the invitation to tender documents. Tenderers will need to electronically submit their completed tender documents and accompanying documentation via the Chest on-line portal by 19:00 on the 16.06.2016, as referred to in IV.3.4). Any supplier questions queries will also need to be submitted via The Chest website. The Council welcomes applications from small or medium enterprises. Under the agreement the provider will be required to support the Council's economic and social regeneration objectives. Therefore selection and award criteria, specification requirements and contract performance conditions may relate in particular to social and environmental considerations. The contract will be for 3 years with an option to extend for up to an additional 2 year. The Council reserves the right not to award contract as a result of the procurement process initiated by this notice and will not be liable for any costs incurred by candidates.
