Description
National Law Enforcement Data Programme (NLEDP), which is a Programme within Police and Public Protection Technology (PPPT). PPPT sits within the Home Office Digital, Data and Technology (HODDaT) Directorate General
Law Enforcement Data Service (LEDS) will replace the critical national public services currently provided by Police National Computer (PNC) and Police National Database (PND).
We are seeking a supplier to maintain an Open Space for dialogue with Civil Society Organisations for the establishment of LEDS and other related programmes, and the provision of facilitators to run the space until it can be run internally with a Home Office resource.
An "Open Space" is a term for a discussion framework agreed with participants and chaired independently of Government to advance thinking and reach agreement on controversial or sensitive topics. During the initial engagement with Civil Society the civil society organisations recommended the Home Office establish an Open Space for engagement on LEDs. Whilst, the majority of Civil Society Organisations contacted were content to engage to talk about LEDS, some had reservations. It was suggested by Civil Society Organisations that the creation of an Open Space would speed up the delivery of mutual trust and confidence. This would be helpful to allow free and frank conversations in a way that remained constructive. It would also help with a mutual flow of information.
