Description
This is an opportunity for creative forward thinking and innovative organisations to work collaboratively and in partnership with Dudley MBC to meet the: Information, Advice and Advocacy needs of Citizens within Dudley.
Overall the contract will cover the following services:
Advice and Information, Signposting, Advocacy (all ages including statutory advocacy) Direct Payment Support (all ages) Personal Assistance Support, Services and Activities that support Healthy Ageing, Promoting Independence and Wellbeing Self-Management Programme and the Young Commissioners Group.
This tender is setting out a challenge to voluntary sector organisations to transform the way information advice and advocacy is organised and delivered. Activity to meet outcomes and increasing needs of the population will need to be streamlined, ensuring the most appropriate, efficient and effective delivery and pathways are utilised.
The current activity that delivers information advice and advocacy is spread across a number of contracts, however as part of this transformational tender they will form a single contractual arrangement; therefore TUPE will apply.
To achieve this transformation we anticipate a longer term contract between 7-10 years, enabling long term planning and investment from bidders allowing flexibility to adapt services in response to changing needs.
Due to the transformational and innovative requirement, Dudley MBC will use the 'Competitive Dialogue' procurement route under the 'Light touch Regime'.
The opportunity is set out in a brief outcomes based Tender Specification that has been coproduced locally through market engagement events, including local third sector providers and citizens.
The annual contract value is estimated to be £1.35M with year and year efficiencies over a 7-10 year contract. The total contract value is estimated at £13.5m.
Dudley MBC welcomes submissions from suitably experienced organisations to deliver this range of services.
