Justification

In order to complete the project by the end of August it is necessary to mobilise the vessel in early July (8th July is the proposed earliest date). There will be an estimated one month required prior to this to prepare for vessel mobilisation. The anticipated deadline for signing of contract is 8th June. This requirement is using the accelerated procedure due to committed scientific survey projects in 2020/21 and need for the RD2 remote seabed drilling equipment to be operational. If this charter is conducted during the autumn months there is a high risk that all scientific objectives will not be achieved due to adverse weather conditions. In addition, there is a significantly higher risk of losing the RD2 remote seabed drilling equipment due to poor weather (replacement value ~£3M).

THE CONTRACT DURATION IS UP TO 6 WEEKS FROM THE DATE OF MOBILISATION. THE LATEST ACCEPTABLE DATE FOR MOBILISATION IS THE 08/08/2019. The work needs to be undertaken during the Summer in order for the contract objectives to be met. Introduction - The British Geological Survey (BGS) plan to conduct an offshore project during summer 2019 for equipment trials and a seabed sampling survey. In order to achieve this the BGS require a vessel from which to deploy their remote seabed drilling equipment, RD2. This specification details the requirements for the vessel and the relevant information about the project to enable companies to submit a tender for provision of the vessel. Objectives - The project has two major objectives: 1. To perform deep water equipment trials of the BGS RD2 remote seabed drill. 2. To obtain a number of core samples from sites on the Porcupine Bank, NE Atlantic. It is expected that these two objectives will be met in 2 legs of the same campaign. The first objective is the highest priority and is expected to be performed on the first leg. The second objective is subject to approval and BGS reserve the right not to go ahead with this leg. However it is important that both objectives can be achieved using the same vessel as part of a single two-legged campaign. The tenderer's offer must allow for the flexibility either to conduct only the 1st leg and then demobilise, or to conduct both legs of the campaign and then demobilise.
