Description

PIN for Expressions of Interest - Alternative Provider Medical Services (APMS) Contract for Special Allocation Scheme (SAS) in the Allerdale and Copeland Districts of NHS North Cumbria CCG.

North of England Commissioning Support (NECS) is working for and on behalf of NHS England and North Cumbria CCG to identify if there are any potential providers that could provide the abovementioned contract.

The service will be commissioned as an APMS services contract with a restricted registered list purely to provide Primary Medical Services to patients allocated to the SAS service. The provider will be expected to participate in the local Primary Care Networks in Cockermouth and Maryport; Keswick and Solway; Workington; Copeland.

The expected date of commencement is 1st December 2019 and will end on 31 March 2022. The anticipated contract value for the service is £31,989 per annum, however, this is subject to agreed start date of the service.

The SAS service needs to be delivered by clinicians and non-clinical staff who are appropriately trained and have expertise and knowledge in managing difficult patients. The service must assess the individual risk for all patients and put in place any mitigations to minimise that risk.

Due to the time critical nature to commence the service, the provider must be able to mobilise swiftly and source suitable space(s) where patients can be seen across the districts of Allerdale and Copeland.

The purpose of the service is:
- to ensure that patients who are immediately moved from GP Practices due to violence or threatening behaviour continue to have access to primary care services Monday to Friday during core hours of 8am to 6:30pm.
- to safely and effectively meet the needs and requirements of the patients and for those involved in delivery of the service.
- to ensure that the health of such patients is not disadvantaged directly as a result of their removal from the practice patient list and reforms the patient's violent behaviour through the investigation and subsequent address of the underlying causes of the patient's behaviour that led to his/her removal from the patient list.
- the provision of a stable environment in which the health needs of the patient can be addressed in a proper and continuing manner.
- encouraging providers to work with other primary care practitioners, social services and other agencies to try and identify and treat and clinical and underlying causes of disruptive behaviour in order to prevent any further deterioration.
- Promoting a continuing understanding of the NHS health and social care system to encourage patients to use the services in a responsible, appropriate and safe way in the future.
