Description
LCC is looking for advice on the various options as how to bring the site forwards for development in order to achieve best consideration, achieving the highest capital receipt with the least amount of risk and delay.
The anticipated contract start date is 1st February 2024 and the report would need to be prepared and handed over to the Council by the end of February 2024. Bidders are asked to consider if they are likely to be able to meet the tight timescales before submitted their bid.
Lutterworth East comprises over 550 acres of potential mixed use development land, located adjacent to Junction 20 of the M1 in a strategic development area (SDA). The entire site is in the ownership of Leicestershire County Council(LCC) with the benefit of planning for a mixed-use urban extension to the town of Lutterworth.
LCC is looking to bring the site forward and is considering options for delivery. We are currently working with 6 options. However, we acknowledge that there may be other options we have not considered that a non-public sector landowner might wish to take forward.
We require a review to be undertaken which would include for all options under consideration:
1. Advice on the relative attractiveness to the market for each of the proposed options.
2. Consideration of the likely financial return and timescales for delivery. With details of key assumptions, phasing, likely drawdown of land and financial cashflow.
3. Details of the risks associated with each option and commitment required from LCC's perspective.
