Description
The Palace of Westminster is an internationally recognised symbol of the UK and democracy, and part of a UNESCO World Heritage Site. Extensive, complex work is needed to restore the Palace and as part of planning for restoration, teams are assessing and recording details of thousands of heritage items such as artworks and furniture within the Parliamentary Heritage Collections.
The Parliamentary Heritage Collections are the national collection documenting the history, work and people of Parliament and comprise over 26,000 objects. They are made up of the Parliamentary Art Collection, the Historic Furniture and Decorative Art Collections and the Architectural Fabric Collection. Parliament's Heritage Collections teams have overall responsibility for the conservation of these collections, and work closely with the Restoration & Renewal Delivery Authority Ltd (the limited company responsible for delivering the Palace of Westminster restoration and renewal works following necessary decisions from both Houses on the way forward which are expected in 2025).
The Delivery Authority and UK Parliament have developed a plan for the establishment of a Dynamic Purchasing System (the DPS) for appointing collections care and conservation specialists to maintain, restore, conserve, and move where necessary Parliament's collections now and during R&R works. Both the Restoration & Renewal Delivery Authority Ltd and the Houses of Parliament will be contracting authorities entitled to use the Collections Conservation Services DPS.

MARKET INFORMATION EVENT
The Delivery Authority and the Houses of Parliament are jointly holding an online Market Information Event on 20th November 2024 to communicate their plans for the DPS.

REGISTER TO DOWNLOAD PRESENTATION AFTER THE EVENT
The materials presented at the event will be available for download from Jaggaer e-tendering portal. Register on Jaggaer as a Supplier using this link https://rrparliament.app.jaggaer.com .
Click on 'Register Here' and register your company details. You will be issued with a username and password. If you have previously
registered with Jaggaer, please follow the link shown which will redirect you to the home page where you can log on using your existing username and password. Once logged in, click on 'Current Opportunities' and express interest in the Collections Conservation Services DPS.
After the Event you will be able download a copy of the presentation slides. The Jaggaer portal will also be used by prospective applicants to access the Standard Questionnaire and the DPS application pack when they become available.
Following this Prior Information Notice, the Delivery Authority is intending to publish one contract notice on 4 November 2024 to formally invite economic operators to request to participate in the DPS. The contract notice will contain further instructions on applying for the DPS.
NEXT STEPS
1. Register for the online Market Information Event by filling out the form (see the link above). Attendance at the event is optional. Recording of the event will be available on the R&R website afterwards for those unable to attend.
2. Register on Jaggaer e-tendering portal https://rrparliament.app.jaggaer.com and express interest in the Collections Conservation Services DPS.
Look out for the Contract Notice on Find a Tender portal which is planned to be published on 4 November 2024. If you register on Jaggaer e-tendering portal then we will inform you via the portal once the Contract Notice has been published so that you don't miss the
opportunity. After that download the DPS Application Pack.
3. Fill out and submit your DPS application via Jaggaer before 12:00noon 10 January 2025.
4. The submitted DPS applications will be assessed in January 2025
5. The DPS will go live in February 2025. From this date Suppliers admitted to the DPS may be invited to tender for contract opportunities.
6. The DPS will be open again for new applications.
