Description

NOTE: This notice was updated on 25 August 2016 for the following reason: Contract Type is for ServicesThe Care Quality Commission (CQC) is a non-departmental body established under the Health and Social Care Act 2008 and is the independent regulator of health and adult social care in England. Its purpose is to ensure that health and social care services provide people with safe, effective, compassionate, high-quality care and to encourage care services to improve.

In recent years it has undergone a significant transformation programme to improve the quality and delivery of its services and the programme of change continues as the CQC adapts to rapid change within the health and social care sector, a reducing budget from the Department of Health, and greater reliance on fee income from providers. This will require greater innovation in how the CQC delivers its services, as well as improved efficiency and effectiveness. These challenges are reflected in the CQC's new strategy for 2016 to 2021 "Shaping the Future".

In parallel to these changes, the CQC appointed a new Chairman in 2016 and over the course of this year there will be further changes to the membership of the CQC Board to replace those whose period of office has come to a close.

Effective Board leadership will be critical to the achievement of the priorities and outcomes of the strategy and it is therefore timely to review the Board's way of working and readiness to deliver the task ahead. The CQC Chairman is therefore seeking external consultancy support to conduct an independent, objective, evidence based review of the effectiveness of the Board to be conducted in October and November 2016, with a view to reporting findings and recommendations by December 2016.

It is anticipated that the review will be conducted by an organisation that has specific expertise and a track record in conducting board effectiveness reviews and that can provide credible benchmarking data to compare the results for the CQC, against the results for other boards of organisations of similar size and responsibility. The appointed contractor should also have demonstrable capability in designing and implementing bespoke board development programmes to improve overall board effectiveness.
