Description

Westminster City Council and the Royal Borough of Kensington and Chelsea (operating under a Bi-Borough agreement) have a duty to provide care and support for its vulnerable residents who are eligible according to the national criteria introduced by the Care Act 2014.

The councils are undertaking work to develop an Open Framework agreement consisting of multiple suitably qualified providers under which it can call-off (via mini-competition) a of range of support services. These services will provide support for people with a learning disability and/or people with Autism Spectrum Condition in their own homes and in the community.
The plan is to re-procure the majority of our housing-based support and care contracts and spot arrangements within the next 12 months.

The opportunity to join the Framework will be available to social care providers who currently contract with one or both Councils and those who do not. Our aim is to develop a range of services that ensure that customers and their carers have choice and control over how their needs are met.

To this aim, the Bi-Borough Commissioning Team are hosting a series of pre-procurement engagement events with potentially interested providers with the appropriate expertise and experience of delivering LD services to:

- present the aims and desired outcomes of the Framework,

- discuss how the Framework might address the challenges of operating the Bi-Borough area

- discuss the barriers providers face when seeking to enter the market

The first event will be held on Thursday 31st October

Please note:

- This notice is not a call for competition. For avoidance of doubt, this does not formally signify the beginning of a procurement exercise and does not constitute any commitment by the councils to undertake any procurement exercise.
- Participation in these engagement events will not include or preclude any organisation from participating in any future formal procurement exercise

- Participation in these engagement events by providers should not give rise to expectation that their organisation will have an agreement to make service offers to customers.

- The councils will not reimburse providers for any expenses incurred for participating in these engagement opportunities.


The aim of these engagement events will be to build a plan together that ensures the market is built-up and supported.
