Description

The project looks to develop and fit-out the Egyptian Rooms (Unit 4 of the Grade II listed Old Town Hall, Parliament Square, Oldham) into a fully operational Food Market. Fit-out works will include the creation of a food market, main eating and dining hall, bar and cellar, food units, full catering kitchen, toilet, welfare and ancillary spaces to support the operation of the facility. The fit-out works will involve structural alterations to the existing structure, installation of new and the adaption of existing building services.

The Council is proposing to appoint a Principal Contractor on the basis of a Single Stage (RIBA 3) Design and Build procurement route, to evaluate bids on the basis of 55% Technical and 45% Commercial, and to contract on the basis of the JCT Design & Build 2016 form of contract supplemented by Oldham Council's special conditions and warranties etc., The Council aims to award the contract in October 2020 and achieve practical completion by June 2021.

The Council is now inviting formal responses to the Expression of Interest (EOI) Document. Access is unrestricted and free of charge via The Chest/Proactis. Only contractors which respond to the EOI document will receive the subsequent Shortlisting Document, and a maximum of five highest scoring contractors at Shortlisting will then be invited to tender.
