Description

Hertfordshire County Council (the Council) as the Waste Disposal Authority (WDA) is responsible for the disposal of all waste collected by the Waste Collection Authorities (WCAs) under their duties and powers defined in the Environment Protection Act 1990 together with waste collected at Household Waste Recycling Centres (HWRCs). This waste is known as Local Authority Collected Waste (LACW) and includes Clinical Waste and Offensive Waste as defined in the Controlled Waste Regulations 2012.

The Council and Participating Bodies requires the provision of collection and transport of approved wastes to a licensed Treatment / Disposal Facility for disposal. Approved wastes include; Offensive Waste, Infectious Waste, Sharps Waste, Cytotoxic and Cytostatic Medicines, Medicinal Waste, Amalgam Waste and Small Animal Remains.

Clinical Waste and Offensive Waste is collected from domestic and commercial premises by the WCAs or their contractors and delivered to a depot or Waste Transfer Station from which it is offloaded into the Containers provided by the Council for use under this contract.

The Council is out to tender for a Framework Agreement which will comprise of an agreement with Hertfordshire County Council as the underpinning authority with other named Participating Bodies able to join the Framework Agreement by way of an Access Agreement. The Participating Bodies for this Framework are; Bedford Borough Council, Buckinghamshire County Council and Oxfordshire County Council.
