Description
The authority is currently delivering a public real refurbishment scheme in an area in Bradford know locally as the Top of Town. The scheme is funded by a number of organisations including the council, the Heritage Lotter Fund and the European Union Structural and Investment Funds (ESIF). The final scheme is expected to have a contract value of around £2.5m.
As part of the contractual requirements of ERDF funding the Council is seeking to appoint a suitably qualified consultant to compile a summative assessment for the public realm scheme. Submission of a summative assessment is a requirement of the funding grant agreement and must be included with the final claim. The current program will require a finished assessment report to be available in late June/ early July.
The report must assess the performance of the scheme in relation to delivery of key performance criteria set out by the managing authority which in this case is the West Yorkshire Combined Authority. The purpose and outcomes of the scheme are sumarised in a Logic Model which outlines the purpose of the scheme, project objectives, activities outputs and outcomes. The purpose of the report is to determine how well the project has delivered against contracted outcomes.
This specification sets out the key requirements for the summative assessment and its development. The provider shall be required to work closely with the Council to undertake the evaluation and provide a final summative assessment report together with a summary in line with the requirements of the ERDF summative assessment guidance and further requirements noted within the tender Specification Schedule document and linked ERDF guidance.
