Burnley Council is seeking to appoint an appropriately qualified and experienced consultant to work with them to develop a Business Improvement District (BID) for Burnley town centre, taking on board the findings of the feasibility study and leading on delivering the BID development process from planning and development to campaign, ballot and post-ballot stages.

Tenders are invited from organisations that have the resources and ability to undertake the professional services outlined within the Tender Brief. In summary the Council requires the support of a suitably experienced and qualified consultant to develop a Business
Improvement District (BID) for Burnley town centre. Please refer to the Tender Brief enclosed for a detailed description of the scope of services required. The proposed Contract period is expected to commence in January / February 2019 until the completion of the process which is expected to be by end of 2019.
