Description
NHS England would like to invite providers to attend a Market Engagement Event which will inform the market of the intentions to procure Health and Wellbeing and Lead Provider services for one or two Child House(s) in North Central London and/or South West London Sustainability and Transformation Partnerships (STPs) areas.
In 2015 NHS England (London) carried out a Clinical Review of pathways for children who had been victims of sexual abuse and in 2016 NHS England and Mayor's Office for Policing and Crime (MOPAC) carried out a joint health needs assessment for children who were victims of sexual exploitation. These documents identified gaps in the current pathways in both health and criminal justice services in London and the clinical review proposed the Child House model as a possible solution.
The Child House model has been developed internationally and centres around the delivery of both health and wellbeing support, social care and criminal justice activity under a single service in a fixed location to victims. This model sets out to improve the experience for victims by integrating delivery where possible meaning that victims do not need to repeat their story and thereby avoid re-traumatisation.
It is intended that a procurement process will commence in August with a view for the services to commence on the 1st March 2018 - with a phased contract implementation period following the formal commencement of the contract.
The Market Engagement Event will take place on 22nd Aug 2017 from 10:00 - 12:00 in Warren Room at Radisson Blu Edwardian, Grafton, 130 Tottenham Court Road, London, Greater London, United Kingdom, W1T 5AY.
The Market Engagement Event will provide:
• an overview of the proposed services to be provided
• details of the anticipated contract type, length and particular conditions
• an overview of the procurement process and the anticipated timeline
• an opportunity to contribute to the development of the service specification
Places are limited therefore reservations are limited to no more than 2 persons per organisation.

Registration desk will be open from 09:45 am - 10:00 am. Presentation will start from 10:00 am and a Question and Answer (Q&A) session will take place at the end. Tea and Coffee will be served and there will also be opportunity for networking and discussion.

MOPAC supported by NHS England have successfully secured Home Office Innovation and Transformation funding; as well as additional funding from the DfE and core funding from MOPAC and NHS England to pilot the Child House model over a two year period. The aim of the pilot is to improve outcomes for victims of childhood sexual abuse and demonstrate whether the Child House model can be successfully delivered in London.
To support the pilot programme NHS England is seeking to procure a Health and Wellbeing and Lead Provider service. The Health and Wellbeing part of the service will include:
• Clinical leadership
• Paediatric services
• Mental health and well-being services including clinical psychology, family therapy, counselling, advice from child psychiatry (often remotely) and from CAMHS.
• Advocacy, including child advocates and young person's advocates (both include family therapy)
• Play work
Support will be provided for up to the two year length of the pilot. These services could be delivered by a single provider or by a number of providers working in partnership or lead and sub-contractor relationships. This is something we would like to explore through market engagement activity with potential providers. We are also keen to talk to both NHS and Independent & Voluntary Sector Providers about their potential participation.
The lead provider part of the service will seek to deliver:
• Management and Clinical Leadership of the overall service
• Clinical Governance of the Service
• Information Governance for the Service
• Seamless coordination of the Health and Wellbeing Services, Criminal Justice Services and Social Services Activities within the Child House.
• Overall responsibility for the quality of the service and adherence to the Child House model
• Support to commissioners and funders to evaluate the Child House model
Please note this is purely a market assessment exercise to gather facts and generate interest. The subsequent procurement will be advertised separately. Following the event, the Authority will share the presentation and any appropriate feedback with those that have registered for the event. Please ensure that you indicate on your registration form if you wish for your details to be shared or not.
A draft version of the specification is attached to support consultation and engagement with stakeholders about the proposed service model for the Pilot. This should be considered a working draft document; sections which are highlighted in yellow need further review and confirmation.
