Description
Expressions of Interest (EOI) for the provision of Hospice Palliative and end of life care for Children and Young People.
NHS North East London are seeking to commission a community-based Hospice and palliative care service for Children and Young People. Timely, high quality palliative and end of life care to be provided to eligible children, young people and their families. Key services required include: -hospice based day and overnight respite; step down care; symptom management; end of life care; hospice at home to include respite and end of life care; post death care and bereavement support. Personalised care planning and review, integrated working with statutory and community partners, development of transition support, and a focus on equity of access are key features of the service.

NHS North East London is considering options for making future arrangements for these services beyond March 2023 and at the present time is looking to directly award contracts to hospice providers depending on the outcome of the NHS North East London's review and any organisation coming forward in response to this notice.
The following requirements should be considered by providers:
•The provider must be community based within North East London
•Offer appropriate locations to provide the full range of commissioned services across North East London from 1st April 2023.
•Demonstrate the management and clinical experience to provide all the elements of the service from 1st April 2023
•Have a track record of integrating pathways and services with local acute and community providers in North East London.
•Quality - the provider will be expected to provide care in accordance with national clinical guidelines (NICE etc) and achieve improved outcomes for children and families
The current combined annual caseload across the two hospices of children and young people receiving care (not including post bereavement support to families) is approximately 450.
NHS North East London currently have the following contracts in place, which are partially funded by the service providers to provide the above services:
There are two lots:
• LOT A - Inner North East London
• LOT B - Outer North East London
The contract is going to be for 5 years with an option to extend for an additional 2 years.
The total contract value if extended is £7,280,000. (£1,040,000. per annum). Contract start date is 1st April 2023.
- LOT A - Inner NEL = £460,000 per Annum
- LOT B - Outer NEL = £580,000 per Annum
NHS uplifts will be applied year on year dependent on NHS allocations and guidance.
The ICB may, from time to time, be in receipt of Non Recurrent monies and providers would be expected to work with us to deploy funding, and deliver activities alongside the core contract.

The ICB currently has NHS matched funding in addition to the core contract values; there may be a recurrent element from 2024 onwards but this is to be confirmed.
Providers are expected to be CQC registered and be a member of Hospice UK.
