Brief Description of Requirement

With the current increased focus from central government on growth, there comes increased scrutiny of the economic performance in all areas of public spending. The ability to clearly articulate leverage against EPSRC (Engineering & Physical Sciences Research Council) grant funding in a consistent way is therefore crucial.

UKRI (UK Research & Innovation) communicate publicly about the level of leverage that our research projects secure at the application stage.

For example, UKRI reports in our Strategic Delivery Plan that we have £1.8 billion of industrial leverage against our £5 billion portfolio. We report that "every £1 invested in R&D through Prosperity Partnerships secures £1.30 of additional private R&D investment".

While these are impressive figures, they do not adequately convey the full scope of leverage, as they only show the amount co-invested at the start of grants.

The aim of this project is to provide EPSRC with improved statistics and understanding of the leverage gained from our portfolio. Statistics on leverage and co-investment are needed by EPSRC for two reasons:

1) To make the case for investment in R&I through EPSRC. Audiences for the information include BEIS, Politicians, Other Government Departments. This case will be made together with central UKRI teams, and UKRI will work with those teams to ensure a consistent approach.

2) To target EPSRC's programmes more effectively and maintain or increase the amount of leverage from EPSRC investments. Audiences for this data are internal Grant Portfolio management teams and EPSRC's Council
