The UK's Department for International Development (DFID) is implementing a twenty month Independent audit of the Afghanistan Tawanmandi (Strengthening Civil Society) Legacy grant programme between January 2016 and August 2017.
The supplier will carry out independent audits of the legacy grants and provide an assurance that UK resources are being used effectively (including the management of fraud and fiduciary risks), for the purposes intended, and "doing no harm" in a conflict affected environment.
The main objective of this programme is to authenticate and verify grant expenditures and provide an assurance that grant payments have been fully utilised for the purposes intended before any further grant disbursements are made. The Supplier will be required to conduct financial audits for each grant, taking account of when grantees were last audited and when the grant is due to end. Suppliers will also be required to propose a model for a call down facility for any further audits.
The contract will be issued for 20 months, and will be reviewed after 12 months. Progress beyond this will be subject to DFID's approval of proposed programme performance. Suppliers are invited to complete all requirements of this one-stage Open Procedure.
For background information, Tawanmandi is a grant funding mechanism supporting civil society to advocate on improving governance in Afghanistan through greater accountability and responsiveness by the state to its citizens. Its purpose is to help build an inclusive civil society better able to effectively engage on issues around human rights, access to justice, anti-corruption, peace building, and conflict resolution and through the media. Gender, youth, disability and out-of-Kabul organisations are cross cutting themes.
